The Commonhold and Leasehold Reform Act (2002) provides the mechanism for apartment owners to take control of the management of their apartment block. This means management functions and the day to day running of the communal areas of a building can be taken over from the freeholder of the building, into the hands of those who are living in the building.

Often, apartment owners themselves are best placed in ensuring their building is well managed. By using Right to Manage, leaseholders can set their own service charge budgets, are free to decide how their block is managed and ensure a greater quality of service.
